THE 4 STEPS IN OUR PRIVATE LABEL PRODUCTION
Four stages, from brief to pallet. Lead time starts at 8 weeks and depends on formulation complexity, packaging sourcing and regulatory requirements for the destination market.
- Brief and formulation. It starts with a brief: target consumer, positioning, price point, actives, texture, fragrance. HSA's R and D team either develops a formula from scratch or adapts an existing base — around 1,000 hair care formulas are already available as a starting point. See how hair care product development works in practice.
- Testing and regulatory dossier. Stability, compatibility, safety and performance testing. Each formulation is documented for the destination market, including FDA and MoCRA requirements for the United States and Regulation (EC) 1223/2009 for the European Union.
- Packaging, filling and labeling. Primary and secondary packaging, filling, labeling and cartoning. HSA supplies either bulk or finished, shelf-ready goods — the brand chooses where the production flow ends.
- Production and delivery. Full batch production under ISO 22716 GMP, quality control on every batch, delivery to warehouse or distribution centre.
Throughout, HSA works on product strategy and market positioning alongside the formulation — the reason many partners stay for repeat production cycles rather than one-off orders.
MINIMUM ORDER QUANTITIES
HSA is built for volume production, not sample-sized runs. The minimums are deliberately transparent: they tell you immediately whether HSA is the right manufacturing partner.

3 PRIVATE LABEL PARTNERSHIPS, 3 OUTCOMES
One of these brands started with $500,000. Another was already on shelf in the world's major beauty retailers. What the three have in common is that the formula was built for the brand, not pulled off a shelf.
1. A DTC hair color brand that scaled to a $150 million valuation
The brand launched with $500,000 in initial funding and a single ambition: a permanent color system a consumer could use at home without a colorist. HSA developed a user-friendly permanent color with 100% grey coverage, tested across hair types and ethnicities. The brand moved from direct-to-consumer into omnichannel distribution — salons, online, retailers — and reached a $150 million valuation.
2. A premium styling cream for an influencer-founded brand
Distribution in the world's major beauty retailers left no margin for a generic formula. HSA reworked an existing styling cream base with dedicated actives and a bespoke fragrance, built around four pillars the brand needed to defend at retail: claim support, natural ingredient profile, sustainability, and premium sensory feel.
3. 15,000-20,000 pieces on recurring reorder, from a ready-to-go base
An Eastern European hair care brand needed to be on shelf fast. Starting from an existing ready-to-go range, HSA compressed development and delivered a launch-ready line. The result is a recurring reorder of 15,000 to 20,000 pieces — proof that speed to market and repeat volume are not mutually exclusive.

PRIVATE LABEL OR WHITE LABEL? THE DIFFERENCE THAT DECIDES YOUR MARGIN
Professional hair care brands are frequently offered white label as a shortcut. It is cheaper upfront and more expensive later.

White label answers the question "how do I get a product fast and cheap". Private Label answers "how do I build a brand a competitor cannot copy". For hair care, where repeat purchase depends on performance, the second question is the one that determines whether a line survives its second year.

PRIVATE LABEL HAIR CARE RANGES IN DETAIL
3 FORCES — PREVENTION, PROTECTION, REPAIR
3 Forces is HSA's most requested repair system, built for hair under continuous stress from chemical processing, heat and mechanical damage. It works on three axes at once — prevention, protection and repair — through fruit acids, mineral salts and an Anti-oxidant hyper-fermentation technology.
The 3 Forces Hair Repair System addresses the three measurable dimensions of hair damage: strength, elasticity and moisture balance. Available as masks, conditioners and leave-in treatments.
SCALP CARE
Skinification moved scalp care out of the niche and into the core of every serious hair care line. HSA's Scalp Care formulations use microbiome-friendly actives — probiotics, peptides and ceramides — to support the scalp barrier rather than strip it.
Targeted solutions cover sensitive scalps, dandruff, excess sebum and irritation, including private label hair loss shampoo. Formats include lotions, serums, purifying shampoos and pre-shampoo treatments. See the full range of private label scalp treatments.
COLOR MAINTENANCE
Color Maintenance protects the investment a consumer just made in the salon. Antioxidants, color-locking agents and moisturizing actives slow fade while improving shine, softness and manageability — across both natural tones and bold fashion shades.
For brands, it is the highest-frequency repeat purchase category in hair care.
VOLUME, HYDRATION AND ANTI-FRIZZ
Three ranges covering the most common consumer complaints:
- Volume — volumizing polymers, plant-based proteins and moisture-balancing agents that lift from the root without weight
- Hydration — moisture retention and elasticity for dry and porous hair
- Anti-Frizz — hydrating oils, film-forming agents and cuticle-sealing technologies for humidity control
CURLY AND TEXTURED HAIR
Dedicated curly and textured hair formulations: curl definition, moisture retention and cuticle protection. One of the fastest-growing segments in professional hair care, and one where a generic formula is immediately obvious to the consumer.
HSA develops formulations for every hair type and texture, and produces private label curly hair products across shampoos, conditioners, creams and leave-in treatments.
TRANSLUCENT TECHNOLOGY
An exclusive lamellar aGel structure that makes masks, conditioners and treatments transparent — a visual signature no competitor formula replicates, with measurable performance benefits:
- Instant detangling and combability
- Enhanced softness and shine
- Anti-frizz protection
- Improved compactness and lightness perception
- Faster absorption and less product waste
Applicable to masks, conditioners and treatments.
PASTE SHAMPOO — WATERLESS FORMULATION
A semi-solid shampoo produced without water. Less packaging, lower shipping weight, and higher active concentration per gram because nothing is diluted. The natural base is highly adaptable, which makes it a strong candidate for brands that need a visible sustainability claim backed by an actual production method rather than a label.
AMMONIA-FREE AND CLEAN-LABEL FORMULATIONS
Ammonia, PPD and resorcinol are being replaced by lighter, clinically tested alternatives. HSA's clean-label hair care range covers:
- Sensitive scalp serums
- Greasy scalp lotions
- Energizing, moisturizing, volumizing, anti-frizz and anti-dandruff treatments
- Private label detox and cleansing products
Every formulation in the range is organic-oriented and free from silicones, parabens and SLES, built instead on plant oils, herbal extracts, active botanicals, proteins, amino acids and vitamins.

OIL-BASED HAIR CARE PRODUCTS
Formulations built on essential and carrier oils:
- Private label hair growth oil — shampoo and growth oil working as a system
- Private label argan oil conditioner — argan oil for scalp comfort and cuticle conditioning
- Private label hair growth serum — extends the growth cycle and supports follicle health
- Private label keratin treatment — plant keratin with olive or monoi oil for nourishment and smoothing

HAIR CARE TRENDS 2026-2027: WHAT TO FORMULATE NEXT
Seven directions will define hair care launches through 2027. All seven are already formulable within HSA's existing ranges — which means the gap between a trend report and a production brief is one call, not one year.
- Skinification and scalp care — skincare logic applied to the scalp: probiotics, ceramides, peptides, antioxidants and plant oils for barrier and microbiome health
- Few but premium — fewer products, higher performance. Multifunction formulas replacing five-step routines
- Science-backed and dermo-cosmetic — clinically proven claims, biotechnology plus botanicals, full ingredient transparency
- Sustainability — reduced environmental impact at formulation level, not only in packaging
- AI-powered personalization — diagnostic tools driving routines built on hair type, scalp condition and lifestyle
- Prestige hair care — premium positioning as a strategy, not a price bracket
- Curly and textured hair — dedicated ranges as a response to inclusivity expectations from Gen Z and Millennial consumers
PRIVATE LABEL HAIR COLOR
Over 6 billion hues. HSA produces Private Label hair color alongside hair care — permanent, semi-permanent and ammonia-free systems, plus the water-based In Water Hair Color with up to 94% naturally derived ingredients.

ONE LABORATORY IN ITALY, NOTHING OUTSOURCED
Everything is developed and produced in one place: HSA's own laboratory and plant in Bisuschio, Varese, in northern Italy. Founded in 1982, the facility handles R and D, formulation, testing, filling, packaging and labeling under a single ISO 22716 GMP-certified quality system.
Around 1,000 hair care formulas sit in the internal library, and new textures and technologies are developed continuously and presented at international trade fairs. Nothing is outsourced to third-party fillers, which is why traceability on a batch is a single phone call rather than a supply chain investigation.
Why brands in 90+ countries choose HSA as their Private Label partner:
- One partner, whole process — R and D, formulation, testing, production, filling, packaging, labeling
- Formulation quality that survives retail — internal lab, certified processes, documented claims
- Strategic input, not just manufacturing — positioning and product strategy alongside the formula

FREQUENTLY ASKED QUESTIONS
What are HSA's minimum order quantities for Private Label hair products?
HSA's minimums are 100 kg per formula for hair color and 500 kg per formula for all other hair care products. These volumes apply per formulation, not per order, so a brand launching a four-product line orders 500 kg of each. Below these quantities, HSA is not the right manufacturing partner.
How long does Private Label hair care production take?
Lead time starts at 8 weeks from approved brief to finished product. The final timeline depends on formulation complexity, whether the project starts from a ready-to-go base or a fully custom development, packaging sourcing, and regulatory requirements for the destination market.
Can HSA develop a completely custom formula, or only adapt existing ones?
Both. HSA develops formulations from scratch in its Bisuschio laboratory, and also adapts any of around 1,000 existing hair care formulas. Fully custom development gives a proprietary formula no competitor can order; starting from an existing base compresses time to market significantly.
What certifications does HSA hold?
HSA holds UNI EN ISO 9001:2015 for quality management and ISO 22716 (GMP) for cosmetic Good Manufacturing Practice. The facility is registered with the U.S. FDA under MoCRA (FEI 3006264904), and production complies with EU Regulation (EC) 1223/2009.
Does HSA supply packaging and labeling, or bulk only?
Both. HSA supplies bulk product, or complete finished goods with primary and secondary packaging, labeling and cartoning — shelf-ready. The brand decides where the production flow ends.
Is HSA a good fit for a brand outside Europe?
Yes. HSA produces for brands in more than 90 countries from its single Italian facility, and prepares the regulatory dossier for the destination market — including FDA and MoCRA requirements for the United States. All products are 100% Made in Italy.
What is the difference between Private Label and white label hair products?
With Private Label, the formula is developed or adapted for one brand, which controls actives, texture, fragrance and packaging, and the product is exclusive. With white label, an identical mass-produced formula is sold to multiple brands and only the label changes. Private Label supports premium positioning; white label does not.
